Dave, this is the Chum bucket, full of, you guessed it, Chum !! There are two holes in the bucket. In one hole a hose is inserted, which pumps sea water constantly into the bucket. The other hole allows excess yummy chum to drain off the boat into the sea. I think this ingenious method was first discovered on Dragon's Den and I believe a huge commercial success.
